(1) A representative from each of the following entities shall serve continuously as a voting member:
- (a) the Governor's Office;
(b) the Utah Department of Health and Human Services, including:
- (i) the Title V - Office of Maternal and Child Health;
- (ii) the Early Intervention Program for Infants and Toddlers with Disabilities-Part C;
- (iii) the Early Childhood Integrated Data Systems Program;
- (iv) the Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV);
- (v) the Women, Infants and Children Program (WIC);
- (vi) the Oral Health Program;
- (vii) the Division of Child and Family Services;
- (viii) the Office of Substance Use and Mental Health;
- (ix) the Office of Licensing, Child Care; and
- (x) any other Department of Health and Human Services representative as determined by the executive committee;
(c) the Utah Department of Workforce Services, including:
- (i) the Office of Child Care administrator; and
- (ii) the state director of Head Start Collaboration; and
- (iii) any other Department of Workforce Services representative as determined by the executive committee;
(d) the Utah State Board of Education, including:
- (i) the Program for Children with Disabilities Part B;
- (ii) a preschool specialist;
- (iii) Title VII, Part B: McKinney-Vento Homeless Education; and
- (iv) any other Utah State Board of Education representative as determined by the executive committee; and
(e) up to two representatives from Head Start agencies located in the state, including:
- (i) a migrant and seasonal Head Start program; and
- (ii) an American Indian and Alaska Native Head Start program.
(2) A representative chosen by the executive committee from each of the following groups shall serve as a voting member for a period of three years, unless otherwise indicated:
- (a) up to two public or private primary health care industry representatives;
- (b) up to two providers from the mental health services community;
- (c) a local education agency;
- (d) an institution of higher education;
- (e) a local health department;
- (f) a local provider of early childhood education and development services, including a child care, preschool, or similar provider;
- (g) a family engagement stakeholder;
(h) a parent with at least one child between age zero to eight;
- (i) a specialized services provider or related organization, including an organization that provides specialized services for children; and
- (j) any other representative as determined by the executive committee.
- (3) Each subcommittee chair shall serve a term of one year as a voting member of the council.
- (4) Each member shall actively participate to address the purpose of the council.
(5)(a) Each council member shall attend each council meeting.
- (b) If any voting member misses three or more scheduled council meetings in a year, the chair and chair-elect may remove the individual for replacement by the assigning entity.
(6)(a) Each member of the executive committee shall attend each executive committee meeting.
- (b) If any voting member misses three or more scheduled meetings in a year, the executive committee may remove the voting member from that individual's position with a majority vote.
(7)(a) A participant from any organization or agency or the public who is not a voting member may attend any meeting, provide input, and participate in a subcommittee.
- (b) The participant may vote in a subcommittee meeting but may not vote in a general council meeting.
