(1) This rule applies to:
- (a) a body art facility;
- (b) a temporary body art facility; and
- (c) a body art school or body art training program.
(2) This rule does not apply to:
- (a) physicians, surgeons, nurses, other licensed medical personnel, or persons performing funeral services, if licensed to practice their profession in Utah and when performing their professional duties; or
- (b) an ear-piercing facility.
