1. (1) contained, labeled, stored, transported, and disposed in accordance with local health department regulations;
2. (2) stored in a leak-proof, non-absorbent container that is kept covered with a tight-fitting lid; and
3. (3) disposed with sufficient frequency and in such a manner as to prevent vermin harborage or an imminent health hazard.
