1. (1) This rule is authorized under Sections 26B-7-402 and 26B-1-202.

2. (2) This rule establishes minimum standards for the sanitation, operation, and maintenance of a temporary mass gathering to:

   1. (a) protect, preserve and promote the health and safety of the public;
   2. (b) prevent and control the incidence of communicable diseases;
   3. (c) reduce hazards to health and environment;
   4. (d) maintain adequate sanitation and public health; and
   5. (e) promote the general welfare of the public.
