1. (1) each plumbing fixture is:

   1. (a) supplied with potable water adequate for human consumption and other domestic uses; and

   2. (b) designed, installed, and operated according to the requirements set forth by:

      1. (i) the Plumbing Code;
      2. (ii) the Utah Department of Environmental Quality, Division of Drinking Water under Title R309, Drinking Water; and
      3. (iii) local health department regulations; and
2. (2) the drinking water system is protected against backflow contamination.
