1. (1) already has a special needs trust or other account;
2. (2) has exceeded or is likely to exceed the contribution limits for an ABLE account;
3. (3) does not qualify for an ABLE account; or
4. (4) has any other circumstance the department determines is good cause.

Good cause for using an account other than an ABLE account includes if the minor beneficiary:
