1. (1) Grant awards will be distributed in three parts:

   1. (a) Upon approval of the Planning and Design application
   2. (b) Upon approval of the Construction application
   3. (c) Upon the office's receipt of the annual report.
2. (2) The amount awarded in each part will be determined by the board.
