1. (1) The CRAU:

   1. (a) shall accept proposals as provided in the Request for Proposals;
   2. (b) may not open a proposal until after the deadline for submitting proposals; and
   3. (c) may not disclose the contents of a proposal to the public or to another Offeror.

2. (2) A person who submits a proposal may not, after the deadline for submitting proposals, make a change to the proposal if the change is prejudicial to:

   1. (a) the interest of the CRAU; or
   2. (b) fair competition.
