1. (1) The CRAU:

   1. (a) shall accept bids as provided in the Invitation for Bids; and
   2. (b) may not open a bid until after the deadline for submitting bids.

2. (2) A person who submits a bid may not, after the deadline for submitting bids, make a change to the bid if the change is prejudicial to:

   1. (a) the interest of the CRAU; or
   2. (b) fair competition.
