1. (1) It is prohibited for a person knowingly to divide a single Procurement into multiple smaller Procurements if dividing the single Procurement:

   1. (a) is done with the intent to avoid the use of a Standard Procurement Process that would have otherwise been required if the Procurement had not been divided;
   2. (b) constitutes prohibited conduct under Section R354-2-103; or
   3. (c) is otherwise prohibited by this Procurement Procedure.
2. (2) A violation of Subsection (1) is subject to Subsection R354-15-104(4).
