1. A. Prior to taking an examination, an applicant must file an application of intention with the director using an approved form, accompanied by:

   1. 1. evidence of qualifications for certification in accordance with the provisions of Section R317-10-11;
   2. 2. the appropriate fee; and
   3. 3. documentation that requirements for certification of citizenship or alien residency are met.
