- (1) No solid waste management facility shall be established, operated, maintained, or expanded until the owner or operator of the facility has gotten a permit from the director and has received a letter of approval from the director to accept waste.
- (2) The owner or operator of a solid waste management facility shall operate the facility in accordance with the conditions of the permit and otherwise follow the permit.
- (3) In areas where no public or licensed disposal service is available, the on-site disposal, by burial, of on-site generated nonhazardous solid waste from a single family farm or a single family ranch does not require a permit.
