The owner, operator or occupant of any premises or business establishment shall be responsible for the management and disposal of any solid waste generated or accumulated by the owner, operator, or occupant of the property in compliance with Rules R315-301 through R315-322 and the Utah Solid and Hazardous Waste Act.
