Owners or operators of facilities that store recyclable materials that are to be used in a manner that constitutes disposal, but who are not the ultimate users of the materials, are regulated under the applicable provisions of Sections R315-264-1 through R315-264-259; R315-265-1 through R315-265-260; and Rules R315-270 and R315-124 and the notification requirement under section 3010 of RCRA.
