- (a) Sections R315-263-11, R315-263-12, R315-263-20, R315-263-21, R315-263-22, R315-263-25, and R315-263-34 establish standards that apply to persons transporting hazardous waste within Utah if the transportation requires a manifest under Rule R315-262.
- (b) Sections R315-263-11, R315-263-12, R315-263-20, R315-263-21, R315-263-22, R315-263-25, and R315-263-34 do not apply to on-site transportation of hazardous waste by generators or by owners or operators of permitted hazardous waste management facilities.
- (c) A transporter of hazardous waste shall also comply with Rule R315-262 if the transporter:
- (1) Transports hazardous waste into Utah; or
(2) Mixes hazardous wastes of different DOT shipping descriptions by placing them into a single container.
- (d) A transporter of hazardous waste that is being imported from or exported to any other country for purposes of recovery or disposal is subject to Sections R315-263-10 through R315-263-12 and to any other relevant requirements of Sections R315-262-80 through R315-262-84, including Subsections R315-262-83(d) and R315-262-84(d) for movement documents.

- (f) Section R315-266-203 identifies how the requirements of Rule R315-263 apply to military munitions classified as solid waste under Section R315-266-202.
- (g) Sections R315-263-30, R315-263-31, R315-263-32, and R315-263-33 apply to handlers of hazardous waste or material that if spilled may become a hazardous waste.
