1. (1) An application for a specific license to initially transfer source material for use under Section R313-21-21, or 10 CFR 40.22 for a non-Agreement State, or equivalent regulations of an Agreement State, will be approved if:

   1. (a) The applicant satisfies the general requirements specified in Section R313-22-33; and
   2. (b) The applicant submits adequate information on, and the Director approves the methods to be used for quality control, labeling, and providing safety instructions to recipients.
