1. (1) The impact or potential impact of the contamination on the public health;
2. (2) The impact or potential impact of the contamination on the environment;
3. (3) Economic considerations and cost effectiveness of cleanup options; and
4. (4) The technology available for use in cleanup.

After source elimination, cleanup standards for remaining contamination which may include numerical, technology-based, or risk-based standards or any combination of those standards, shall be determined on a case-by-case basis, taking into consideration the following criteria:
