1. (1) an PST facility that:

   1. (a) normally has no employee on site or is open to dispense fuel at times when no employee or trained operator is on site must have:

      1. (i) a sign posted in a conspicuous place, giving the name and telephone number of the facility owner, operator, or local emergency responders; and
      2. (ii) an emergency shutoff device in a readily accessible location, if the facility dispenses fuel.
