1. (1) reduce or extend payment of an administrative penalty under the Safe Drinking Water Act and this rule; or
2. (2) approve a payment installment plan or allow a portion of the penalty to be deferred and eventually waived if no further violations are committed within a period designated by the Director.

Based on demonstrated financial hardship not previously considered under Section R309-405-6, the Director may:
