1. (1) This rule is authorized by:

   1. (a) Utah Constitution Article X, Section 3, which vests the general control and supervision of the public education system in the Board;
   2. (b) Subsection 53E-3-401(4), which authorizes the Board to adopt rules in accordance with its responsibilities; and
   3. (c) Section 53F-5-204, which requires the Board to make rules regarding the program.

2. (2) The purpose of this rule is to establish:

   1. (a) procedures and criteria for applying for and awarding a grant; and
   2. (b) reporting requirements for a grantee.
3. (3) This Rule R277-921 is categorized as Category 2 as described in Rule R277-111.
