1. (1) The Superintendent shall recommend springboard schools every four years after release of assessment data consistent with Subsection 53E-5-302(1)(a).
2. (2) In every year the Board does not designate springboard schools, the Superintendent shall recommend elevate schools consistent with Section 53E-5-302.1.

3. (3)(a) If an elevate school meets the criteria for a springboard school, the school shall move to springboard school status.

   1. (b) A re-designated springboard school shall begin on the springboard timeline and meet all springboard exit criteria.
   2. (c) The Superintendent shall consider all of a school's accomplishments under elevate status in evaluating progress towards springboard exit criteria.

4. (4) The Superintendent shall:

   1. (a) accept applications as described in Subsection 53E-5-302.1(1)(a);
   2. (b) identify elevate schools as described in Subsection 53E-5-302.1(1)(b); and
   3. (c) conduct a needs assessment for each elevate school as described in Subsection 53E-5-302.1(1)(c).
