1. (1) This rule is authorized by:

   1. (a) Utah Constitution Article X, Section 3, which vests general control and supervision over public education in the Board;
   2. (b) Subsection 53E-3-401(4), which allows the Board to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law; and
   3. (c) Section 53F-5-219, which directs the Board to make rules creating a local innovations civics education program that complies with the Utah Core Standards, establish eligibility for the program, and establish an application process.

2. (2) The purpose of this rule is to:

   1. (a) create a pilot local innovations civics education program;
   2. (b) establish eligibility requirements to participate in the program;
   3. (c) create an application process; and
   4. (d) establish reporting criteria.
3. (3) This Rule R277-476 is categorized as Category 2 as described in Rule R277-111.
