1. (1) This rule is authorized by:

   1. (a) Utah Constitution Article X, Section 3, which vests general control and supervision over public education in the Board; and
   2. (b) Subsection 53E-3-401(4), which allows the Board to adopt rules in accordance with its responsibilities; and
   3. (c) Subsection 53F-2-525(3), which establishes the prevention block grant and directs the Board to make rules to govern the application process.

2. (2) The purpose of this rule is to provide:

   1. (a) procedures for an LEA to apply for the Prevention Block Grant; and
   2. (b) annual reporting guidelines.
