1. (1) This rule is authorized by:

   1. (a) Utah Constitution Article X, Section 3, which vests general control and supervision of public education in the Board;
   2. (b) Subsection 53E-3-401(4), which allows the Board to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law;

   3. (c) Subsection 53E-3-501(1)(e), which directs the Board to establish rules for:

      1. (i) school productivity and cost effectiveness measures;
      2. (ii) federal programs;
      3. (iii) school budget formats; and
      4. (iv) financial, statistical, and student accounting requirements.

2. (2) The purpose of this rule is to specify requirements, timelines, and clarifications for:

   1. (a) the state-supported voted local levy;
   2. (b) the board local levy; and
   3. (c) the reading improvement program.
