1. (1) This rule is authorized by:

   1. (a) Utah Constitution Article X, Section 3, which vests general control and supervision over public education in the Board;
   2. (b) Subsection 53E-3-401(4), which allows the Board to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law; and
   3. (c) Subsection 53E-3-501(1)(a), which requires the Board to establish rules and minimum standards for the qualification and certification educators and for required school administrative and supervisory services.

2. (2) The purpose of this rule is to establish statewide effective educational standards for:

   1. (a) teachers;
   2. (b) administrators;
   3. (c) school counselors;
   4. (d) school psychologists;
   5. (e) speech-language pathologists;
   6. (f) speech-language technicians;
   7. (g) audiologists; and
   8. (h) school social workers.
