1. (1) This rule is authorized by:

   1. (a) Utah Constitution, Article X, Section 3, which vests general control and supervision over public education in the Board;
   2. (b) Subsection 53E-3-401(4), which allows the Board to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law; and
   3. (c) Section 53G-11-304, which requires the Board to make rules for the creation and administration of a public education exit survey.

2. (2) The purpose of this rule is to:

   1. (a) adopt minimum standards for LEAs to administer a public education exit and engagement survey; and
   2. (b) adopt a model public education exit and engagement survey for use by LEAs.
3. (3) This Rule R277-325 is categorized as Category 3 as described in Rule R277-111.
