1. (1) This rule is authorized by:

   1. (a) Utah Constitution Article X, Section 3, which vests general control and supervision over public education in the Board;
   2. (b) Subsection 53E-3-401(4), which allows the Board to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law; and
   3. (c) Subsection 53E-6-201(3)(a), which allows the Board to establish criteria for obtaining educator licenses.

2. (2) The purpose of this rule is to establish standards for educator preparation programs for:

   1. (a) School Psychologists;
   2. (b) Audiologists;
   3. (c) Speech-Language Pathologists;
   4. (d) Speech-Language Technicians;
   5. (e) School Counselors; and
   6. (f) School Social Workers.
3. (3) This rule is categorized as Category 3 as described in Rule R277-111.
