1. (1) This rule is authorized by:

   1. (a) Utah Constitution Article X, Section 3, which vests general control and supervision over public education in the Board;
   2. (b) Subsection 53E-3-401(4), which allows the Board to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law;
   3. (c) Subsection 53E-6-201(3)(a), which directs the Board to establish the criteria for obtaining licenses; and
   4. (d) Section 53E-6-302, which requires the Board to establish standards for approval of educator preparation programs.
2. (2) The purpose of this rule is to establish flexible criteria for demonstration of competency in educator preparation programs in Utah.
3. (3) This Rule R277-303 is categorized as Category 4 as described in Rule R277-111.
