1. (1) issuance of an initial registration;
2. (2) renewal or reinstatement of an existing registration;
3. (3) denial of any application for registration; and

4. (4) a request:

   1. (a) to amend a property report;
   2. (b) for consolidation of a registration;
   3. (c) for waiver of, or exemption from, registration requirements; and
   4. (d) for a temporary permit pending registration with the division.

The following matters shall be decided by the director through an informal adjudicative proceeding, with no hearing permitted:
