1. "Unprofessional conduct" includes:

   1. (1) failing to practice in accordance with the knowledge, clinical skills, and judgments described in the MANA Core Competencies for Basic Midwifery Practice (2014), which is incorporated by reference; and
   2. (2) failing as a midwife to follow the MANA Standards and Qualifications for the Art and Practice of Midwifery (2005), which is incorporated by reference.
