1. (1) Under Subsection 58-1-203(1)(f), the Division in collaboration with the Dentist and Dental Hygienist Licensing Board establishes the Dental Education Advisory Committee to the Board, consisting of:

   1. (a) one certified orthodontist;
   2. (b) one board certified oral surgeon;
   3. (c) one licensed dentist;
   4. (d) one licensed dentist with a background in education who is currently practicing;
   5. (e) one dental hygienist with a local anesthesia permit with a background in education;

   6. (f)(i) one dental hygienist with a local anesthesia permit and an expanded function permit; or

      1. (ii) if a dental hygienist under Subsection (1)(f)(i) is not available, then one dental hygienist with local anesthesia permit; and

   7. (g)(i) one dental assistant with an expanded function certification; or

      1. (ii) if a dental assistant under Subsection (1)(g)(i) is not available, then one licensed general dentist.

2. (2)(a) Except for a dental assistant under Subsection (1)(g)(i), each committee member shall:

   1. (i) be licensed and in good standing in Utah;

      1. (ii) hold the qualifying license for at least five years; and
      2. (iii) have no disciplinary action with the Division.

   2. (b) A dental assistant under Subsection (1)(g)(i) shall:

      1. (i) have at least one expanded function certification in good standing; and
      2. (ii) have no disciplinary action with the Division.
3. (3) The Dental Education Advisory Committee shall be appointed and serve under Section R156-1-205.

4. (4) The duties and responsibilities of the Dental Education Advisory Committee are to assist the Board in its duties, functions, and responsibilities, and shall include:

   1. (a) advising the Board on proposed practice areas for each expanded function dental auxiliary certification, including recommending:

      1. (i) the minimum required:

         1. (A) education; and
         2. (B) training;
      2. (ii) the scope of each certification; and
      3. (iii) the limitations on each certification; and

   2. (b) reviewing and making recommendations to the Board regarding:

      1. (i) education courses for each expanded function; and
      2. (ii) standards and criteria regarding education, training, and all manner of educational equivalency, including under Section 58-1-302.
5. (5) On a calendar year basis, the committee shall annually designate one of its members to act as chair.

6. (6) At least once each calendar quarter, a member of the committee chosen by vote shall:

   1. (a) attend at least one meeting of the Board; and
   2. (b) report on the committee's activities and recommendations.
