1. (1) Each contract security company shall develop and maintain an operational procedures manual which includes the following topics:

   1. (a) detaining or arresting;
   2. (b) restraining, detaining, and search and seizure;
   3. (c) felony and misdemeanor definitions;
   4. (d) observing and reporting;
   5. (e) ingress and egress control;
   6. (f) natural disaster preparation;
   7. (g) alarm systems, locks, and keys;

   8. (h) radio and telephone communications;

      1. (i) crowd control;
   9. (j) public relations;

   10. (k) personal appearance and demeanor;

       1. (l) bomb threats;
   11. (m) fire prevention;
   12. (n) mental illness;
   13. (o) supervision;
   14. (p) criminal justice system;
   15. (q) code of ethics for private security officers;
   16. (r) sexual harassment in the workplace; and
   17. (s) hazardous chemical release.
2. (2) The operations and procedures manual shall be immediately available to the Division upon request.
