1. (1) If a provider holds a license or certificate of registration authorizing it to provide debt-management services in another state, the provider may submit a copy of that license or certificate and the application for that license or certificate, instead of an application in the form prescribed by the Title 13, Chapter 42, Uniform Debt-Management Services Act, provided that the license or certificate was issued by:

   1. (a) Rhode Island, in accordance with RI Gen L Section 19-14.8; or
   2. (b) Delaware, in accordance with 6 Del. C. 24A..
