L. 100–690, title VII, § 7295, , 102 Stat. 4462, directed Comptroller General of the United States, not later than 180 days after , to conduct an investigation of extent to which valid court orders and court orders other than valid court orders, used in the 5-year period ending on , to place juveniles in secure detention facilities, in secure correctional facilities, and in jails and lockups for adults, and submit, not later than 3 years after , a report to certain congressional committees of results of investigation.
