The purposes of this chapter are—

1. (1) to provide United States assistance for global development through the Millennium Challenge Corporation, as described in section 7703 of this title; and
2. (2) to provide such assistance in a manner that promotes economic growth and the elimination of extreme poverty and strengthens good governance, economic freedom, and investments in people.

Pub. L. 118–159, div. E, title LI, § 5122(a), Dec. 23, 2024, 138 Stat. 2430, provided that:

“This section [amending sections 7705 to 7708, 7712, and 7715 of this title] may be cited as the ‘Millennium Challenge Corporation Candidate Country Reform Act’.”

Short Title

Pub. L. 108–199, div. D, title VI, § 601, Jan. 23, 2004, 118 Stat. 211, provided that:

“This title [enacting this chapter and amending

section 5313 of Title 5, Government Organizations and Employees, and

section 9101 of Title 31, Money and Finance] may be cited as the ‘Millennium Challenge Act of 2003’.”
