As used in this chapter—

1. (1) the term “Board” means the Board of Trustees of the James Madison Memorial Fellowship Foundation;
2. (2) the term “Foundation” means the James Madison Memorial Fellowship Foundation;
3. (3) the term “institution of higher education” has the same meaning given that term by section 1001 of this title; and
4. (4) the term “secondary school” has the same meaning given that term by section 7801 of this title.
