Notwithstanding section 2571 of this title, for purposes of this part—

1. (1) NAFTA The term “NAFTA” means the North American Free Trade Agreement.
2. (2) State The term “State” means any of the several States, the District of Columbia, and the Commonwealth of Puerto Rico.
