Section, Pub. L. 96–371, § 2, , 94 Stat. 1362; Pub. L. 97–31, § 12(8), , 95 Stat. 154, required an annual report to Congress by the Secretary of Transportation respecting conditions of the public ports of the United States. See section 308(b) of Title 49, Transportation.
