The purpose of the MBDA Business Center Program shall be to create a national network of public-private partnerships that—

1. (1) assist minority business enterprises in—

   1. (A) accessing capital, contracts, and grants; and
   2. (B) creating and maintaining jobs;
2. (2) provide counseling and mentoring to minority business enterprises; and
3. (3) facilitate the growth of minority business enterprises by promoting trade.
