The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.

1. (1) Department--The Texas Department of Transportation.
2. (2) Medical examiner--The medical examiner appointed by a county commissioners court to determine the cause of all non-natural deaths or the justice of the peace if the county has not appointed a medical examiner.
