43 Tex. Admin. Code § 25.911 – Federal Rules and Regulations

(a) The NHTSA and the FHWA are subject to the common rule, which is also applicable to the program.
(b) The program is also subject to the program regulations promulgated by the NHTSA and FHWA.
(c) Changes to federal rules and regulations applicable to the program will be implemented and incorporated into the rules governing the program.
