1. (a) Research. The department may conduct market research to determine which products are to be offered for sale under the program.
2. (b) Selection. After review of the research results, the department will select the products to be sold and begin a search for suppliers of those products.
3. (c) Bids. The department may obtain bids to produce selected products in accordance with Government Code, Chapters 2155 - 2158.
4. (d) Wholesaler list. The department will maintain a list of wholesalers who express an interest in supplying products. When the department determines that new products are needed, the department will notify those on the list.
