1. (a) The commission will consider the executive director's findings and recommendations.
2. (b) The commission may approve an application only if the application is from an eligible applicant for a qualified project as defined in this subchapter.
3. (c) The commission will approve or disapprove an application under this subchapter by minute order that includes the rationale, findings, and conclusions on which approval or disapproval is based.
4. (d) Nothing in this subchapter is intended to require the approval of a request made under this subchapter.
