- (a) Any person who wishes to appear before the board during a board meeting shall present himself in person at the meeting and present the registration form.
- (b) Based on the information in the registration form, the chairman of the board will determine those persons who will be permitted to appear before the board during the meeting.
- (c) Persons appearing before the board during a meeting must address themselves to subject matter which is on the agenda of the meeting in question.
- (d) The board may direct the Texas Department of Protective and Regulatory Services to hold a public hearing concerning a substantive rule which is pending before the board. In such a case, the board may direct persons wishing to appear before the board concerning the rule to make their presentation at the public hearing rather than the board meeting.
