Deobligation of grant funds may result for failure to ensure, at any time during the grant period, compliance with the following:

1. (1) expenditure benchmarks;
2. (2) performance benchmarks;
3. (3) timely resolution of monitoring findings;
4. (4) Corrective Action Plan, unless an appeal under Subchapter E of this chapter is yet to be finalized;
5. (5) periodic reporting requirements as specified in the Grant Agreement; and/or
6. (6) material breach of Grant Agreement.
