1. (a) The department shall not consider applications submitted after the published due date unless the deadline has been revised for all applicants.
2. (b) The department will perform an administrative review to determine applicant eligibility and responsiveness to the request for grant applications.
3. (c) Applications submitted by ineligible applicants will not receive funding consideration.
4. (d) Applications that are not fully responsive to the request for grant applications will not be considered during the competitive review process.
5. (e) Determinations of late or ineligible applications are final and not subject to an appeal process.
