1. (a) Whenever a new lot or parking garage is opened for operation, assignments will be made as near as possible to the employee's work location.
2. (b) Provided that whenever a new garage is opened that is connected to or part of a building, whether by new construction or by purchase of an existing facility, assignments to that location may be first made to the employees occupying the building.
3. (c) Additional and further assignments will be made in accordance with these sections.
