1. (a) The governing body of the city or county must adopt a resolution directing the highest administrative official to request park planning assistance. This resolution vests that official with full authority to act for purposes of the request, if approved.
2. (b) A letter from the authorized administrative official to the executive director, accompanied by a copy of the resolution authorizing the request, constitutes the method of applying for park planning assistance.
3. (c) Within 30 days of receipt, the executive director or his designee shall notify the applicant of the status of the request.
