1. (a) The council shall develop and implement reasonable policies that provide the public with an opportunity to appear before the council and speak on issues posted for consideration on the agenda.
2. (b) The chairman has discretion to impose time limits and other constraints as necessary for the efficient and fair consideration of agenda items.
3. (c) The council shall maintain a written plan describing how a person who does not speak English, or who has a physical, mental or developmental disability may be provided with reasonable access to council meetings.
