- (a) The council shall develop and implement reasonable policies that provide the public with an opportunity to appear before the council and speak on issues posted for consideration on the agenda.
- (b) The chairman has discretion to impose time limits and other constraints as necessary for the efficient and fair consideration of agenda items.
- (c) The council shall maintain a written plan describing how a person who does not speak English, or who has a physical, mental or developmental disability may be provided with reasonable access to council meetings.
