Loan funds may be used to fund or reimburse an applicant's initial expenses, including start-up and operating costs. Eligible costs of the applicant may include:

1. (1) creation expenses, including election costs;
2. (2) salaries and payroll taxes;
3. (3) utilities;
4. (4) travel;
5. (5) insurance;
6. (6) building and office leases;
7. (7) office supplies and furniture;
8. (8) telephone and computer equipment; and
9. (9) legal and professional fees.
